LCRA Board of Directors
The LCRA Board of Directors is composed of 15 members appointed to six-year terms by the governor and confirmed by the Texas Senate. the Board meets regularly to set strategic corporate direction for the general manager and staff, to approve projects and large expenditures, and to review progress on major activities and issues. Rebecca A. Klein, chair

Rebecca A. Klein Rebecca A. Klein of San Antonio is principal of RA Klein & Co. and is counsel to the law firm of Tuggey Rosenthal Pauerstein Sandoloski and Agather L.L.P., where she specializes in energy, communications and national security related matters. Gov. Rick Perry in 2001 appointed her as a commissioner on the Public Utility Commission of Texas and as chair from 2002 to 2004. Klein is a lieutenant colonel in the U.S. Air Force Reserve and served in the White House from 1989 to 1992. She sits on the boards of an Austin biotechnology company and a financial firm based in New York City. She received a bachelor’s degree from Stanford University, a master’s degree from Georgetown University and a law degree from St. Mary’s University. She volunteers on the board of the Girl Scouts of Central Texas and is a member of the Texas Bar Association. Klein was appointed Board chair by Gov. Perry in January 2008, and continues to serve in that role at the pleasure of the governor.  Learn more about her public service background and goals for LCRA.

Clayborne L. Nettleship, vice chair
San Saba CountyClayborne Nettleship
Clayborne L. Nettleship of San Saba was appointed to the Board in January 2004. He is an attorney in private practice and ranch manager for Seis Primos, Inc. in San Saba and Webb counties. Nettleship received his bachelor's of business administration and juris doctorate degrees from Baylor University. He is a member of the Tributary League, which supports the Colorado River Foundation. He is a member of the State Bar of Texas and First Baptist Church of San Saba, where he serves as finance chair. Gov. Rick Perry appointed him to the Board for a term that expires in 2009.

Linda C. Raun, secretary

Linda C. Raun of El Campo is co-owner of Lowell Farms. She is a member of the U.S. Rice Producers Association, the Organic Trade Association, the State Committee of the Farm Service Agency, and the USA Rice Federation. Raun also is a member of Texas Department of Agriculture's Go Texan, vice chairman of the El Campo Planning and Zoning Commission, and former president of Northside Center, Inc. She attended Texas A&M University and participated in the Women in Agriculture Leadership Program. Gov. Rick Perry appointed her to the LCRA Board in 2005 for a term that expires in 2011.

Brenda Adair
Blanco County

Brenda Adair Brenda Adair of Blanco is a vice president and senior real estate lender at Wells Fargo Bank in Austin. She serves on the board of the Blanco County Child Protection and Family Advocacy Board, and volunteers with Children’s Haven International and the American Red Cross. Adair also was a founding member and served on the boards of the Canyon Lake Lions Club and the Canyon Lake Community Resource and Recreation Center. Adair attended the University of Houston. Gov. Rick Perry appointed her to the Board in 2007 for a term that expires in 2013. 

Steve K. Balas
Colorado County

Steve Balas Steve K. Balas of Eagle Lake is a pharmacist and owner of Eagle Lake Drugstore Inc. He also owns and manages a rice farm in Eagle Lake. Balas is a member of the Lower Colorado Regional Water Planning Group for the state’s Region K water planning area and a past board member of the Texas Rice Producers Association and the U.S. Rice Producers Association. He is a board member of the First National Bank of Eagle Lake and a past advisory director of The Federal Reserve Bank of Dallas. He also serves on the boards of the Rice Medical Foundation, the David and Eula Wintermann Foundation of Eagle Lake, and United Drugs, a national pharmacy cooperative. He received a bachelor’s degree from The University of Texas at Austin. Gov. Rick Perry appointed him to the Board in 2007 for a term that expires in 2011.

Kay Carlton
Fayette County

Kay Carlton
Kay Carlton of La Grange is president of Carlton Industries, an industrial mail-order company manufacturing safety identification products, and president of KatySweet Confectioners, a gourmet candy company. She is a member of the National Women's Business Owners Corporation, Women's Business Enterprise Alliance, National Association for the Specialty Foods Trade and the Direct Marketing Association. A graduate of St. Edward's University, Carlton is also active in the Texas Women's League. Gov. Rick Perry appointed her to the Board in 2004 for a term that expires in 2009.

Ida A. Carter of Marble Falls is secretary and treasurer for Jim Carter and Associates Inc., Architects. She is a member of the Highland Lakes Service League and a volunteer with the Marble Falls/Lake LBJ Chamber of Commerce. Carter attended The University of Texas at Austin. Gov. Rick Perry appointed her to fill an unexpired term on the LCRA Board in 2004 and reappointed her to the Board in 2005 for a term that expires in 2011.

John C. Dickerson III
Matagorda CountyJohn C. Dickerson III
John C. Dickerson III is an Investment Representative with Edward Jones in Bay City. He is a founding member of the Tributary League, which supports the Colorado River Foundation. A graduate of The University of Texas at Austin and South Texas College of Law, Dickerson served as Matagorda County attorney from 1985 to 1993. He is a member of the State Bar of Texas, Life Fellow of the Texas Bar Foundation and a Past President of the Matagorda County Bar Association. Dickerson also has been active with the Bay City Chamber of Commerce and the Bay City Lions Club. Gov. Rick Perry appointed him to the Board in 2004 for a term that expires in 2009.

Walter E. Garrett

Walter Garrett of Wharton is a hay producer. He is a retired district conservationist with the U.S. Department of Agriculture's Natural Resources Conservation Service. He is a member of the Sheriff 's Association of Texas, the Farm Bureau of Texas and the National Association for the Advancement of Colored People. Garrett serves as a commissioner of the Wharton City Planning Committee and president of Wharton Craft. He received a bachelor's degree from Prairie View A&M University. Gov. Rick Perry appointed him to the Board in 2004 for a term that expires in 2009.

W.F. Woody McCasland of Horseshoe Bay is managing director of Highland Lakes Bank and previously served as president and chief executive officer. He is owner of Kingsland Insurance Agency and a founding member of the Tributary League, which supports the Colorado River Foundation. McCasland previously served on the LCRA Lake LBJ Advisory Panel and the Buchanan Dam, Kingsland and Llano County chambers of commerce. He also served on the advisory board of Seton Highland Lakes Medical Center, the Llano County Hospital Management Board, and the board of directors of the Hill Country Community Theater. McCasland is a member of the National Association of Independent Insurance Agents and a member of the Highland Lakes Texas Exes, the American Bankers Association, the Texas Bankers Association, and the Independent Bankers Association of Texas. He attended Baylor University. Gov. Rick Perry appointed him to the LCRA Board in 2005 for a term that expires in 2011.

Franklin Scott Spears, Jr.
Travis County

Franklin SpearsFranklin Scott Spears, Jr., of Austin is an attorney and partner with Arenson & Spears for more than 20 years. He is an AV-rated attorney, meaning that his peers have given him the highest possible rating for his legal ability and ethical standards. Spears is a member of the St. Mary’s Law School Alumni Board and advisory board member of Ministry of Challenge. Additionally, he is a member of the Rotary Club of Austin, the State Bar of Texas, the Travis County Bar Association and a past director of Austin Young Lawyers. Spears began his legal career following graduation from law school as a clerk for a U.S. district judge. He went on to serve as assistant attorney general of Texas from 1981 to 1983 and retired as a commander in the U.S. Navy Reserve, Judge Advocate General Corps, after 24 years of service. He received a bachelor’s degree from the University of Texas and law degree from St. Mary’s University. Gov. Rick Perry appointed him to the Board in 2007 for a term that expires in 2013.

Timothy T. Timmerman
Travis County
Timothy T. TimmermanTimothy T. Timmerman of Austin is a real estate investor/developer and owns Commerce Texas Properties, Inc. He developed the Star Ranch Community and Golf Course north of Austin. He is a certified public accountant and holds a Texas real estate broker’s license. He is a member of the board of directors and chairman of the Audit Committee for Citizens, Inc., a New York Stock Exchange company. He serves on the board of the Round Rock Community Foundation. He is a member of Good Shepherd Episcopal Church of Austin. Timmerman received a bachelor’s degree from Texas A&M University and a master’s degree from The University of Texas at Austin. Gov. Rick Perry appointed him to the Board in February 2008 for a term that expires in 2013.

B.R. Skipper Wallace

B.R. Skipper Wallace of Lampasas is a real estate broker and president and chief executive officer of Storm-Wallace-Helm, Inc. He was chairman of the Investment Committee and served on the board of the Central Texas College Foundation. Wallace previously served as secretary of the Statewide Rural Health Care Board as an appointee of former Gov. George W. Bush. Wallace is a former director of the Lampasas Chamber of Commerce, a former member of the National Federation of Independent Business, and a former board member of the Children's Trust Fund of Texas. He received a bachelor's degree from North Texas State University. Gov. Rick Perry appointed him to the LCRA Board in 2005 for a term that expires in 2011.

Kathleen Hartnett White
Bastrop County

Kathleen White Kathleen Hartnett White of Rosanky is Director of the Center for Natural Resources for the Texas Public Policy Foundation. She has an extensive background in water and energy-related public policy and has received numerous awards and recognition for her leadership. White served a six-year term as Chairman and Commissioner of the Texas Commission on Environmental Quality (TCEQ), which has regulatory jurisdiction over the state’s river authorities as well as air and water quality, water rights and utilities, waste storage and disposal and the agency’s staff and budget. White currently serves as vice chairman of the Texas Water Foundation and on the board of the Texas Natural Resource Foundation. She served previously on the Texas Water Development Board, the Texas Economic Development Commission and the Environmental Flows Study Commission. White and her husband own a 125-year-old ranching operation. Gov. Rick Perry appointed her to the Board in July 2008 for a term that expires in 2013.

Lucy Wilke
Kerr CountyLucy Cavazos
Lucy Wilke of Kerrville is the assistant district attorney for the 216th Judicial District. She was appointed to that post in January 1997. She serves on the board of Family Services of the Hill Country and is a member of the Texas District and County Attorneys Association as well as the Association of Government Attorneys in Capital Litigation. Wilke received a bachelor's degree from Schreiner College and a law degree from Baylor University School of Law. Gov. Rick Perry appointed her to the Board in 2004 for a term that expires in 2009.

Twelve of LCRA's 15 directors represent LCRA's statutory district, 10 counties in the lower Colorado River basin (San Saba, Llano, Burnet, Blanco, Travis, Bastrop, Fayette, Colorado, Wharton and Matagorda counties). Each county has one director, except for Travis, which has two. The remaining director's seat is an "at large" position that rotates among the remaining nine counties.

Three directors represent LCRA's electric service area outside the statutory district. These are "at large" positions that rotate among the counties in LCRA's electric service area.
